Ruse Strengthens Its International Cooperation: Friendship Memorandum with the Vietnamese City of Can Tho

Ruse Mayor Pencho Milkov, as part of the official Bulgarian delegation led by President Rumen Radev, participated in visits to Singapore and Vietnam. These visits marked an important step toward expanding the city's international partnerships, culminating in the signing of a Friendship and Cooperation Memorandum between Ruse and the Vietnamese city of Can Tho.

Collaboration Between Ruse and Can Tho: A Key Step Toward Development

Can Tho, Vietnam's fourth-largest city and the most significant economic, cultural, and educational hub in the Mekong Delta, has a population of over 1.3 million people. The Friendship Memorandum, signed by Ruse Mayor Pencho Milkov and Can Tho People's Committee Chairman Tran Viet Truong, aims to promote cultural, scientific, and economic exchange between the two cities. 

"For me, as a mayor, it was extremely important to gain practical knowledge about process organization in Eastern cities. My goal is to establish an intensive cultural, scientific, and economic exchange between Ruse and Can Tho in the coming years, which will accelerate the development of our region," said Pencho Milkov.

Singapore: A Lesson in Innovation and Modern Urban Management

During the visit to Singapore, the delegation participated in a business forum organized by the Singapore Manufacturing Federation, a national organization with over 5,000 corporate members. Mayor Milkov held meetings with members of the Bulgarian community in Singapore, including individuals originally from Ruse who have settled in the city-state. 

"Singapore impresses with its innovative approach to urban process management, achieving a balance between the city's dynamism and a sense of security and belonging among its residents," Milkov emphasized.

Vietnam: Expanding Bulgarian-Vietnamese Relations

Following Singapore, the delegation visited Vietnam, where key meetings were held with Vietnamese President Vo Van Thuong, Prime Minister Pham Minh Chinh, and National Assembly Chairman Vuong Dinh Hue. Several bilateral cooperation agreements were signed, including the one with Ruse Municipality. 

Meetings with Vietnamese citizens who had studied and worked in Bulgaria showcased the warm ties between the two nations. The Vietnam-Bulgaria Friendship Association expressed its readiness to support active exchanges between communities and organizations.

New Opportunities for Ruse

The partnership with Can Tho opens up prospects for collaboration in several areas: 

  • Cultural Exchange: Organizing festivals, events, and initiatives to enrich the cultural life of both communities. 
  • Education and Science: Developing joint projects between universities and research institutions in Ruse and Vietnam. 
  • Economic Development: Expanding trade relations and attracting investments in key sectors such as logistics, technology, and agriculture.

Conclusion: Ruse in a Global Context

The signing of the memorandum with Can Tho is yet another step toward establishing Ruse as an international economic and cultural hub. Ruse Municipality and the local business community have the opportunity to gain valuable insights and experience from cities that have achieved significant progress in a short time. This partnership will not only foster the region's sustainable development but also strengthen ties between Bulgaria and Vietnam.
