This is not the first time the city has received such recognition – Ruse was also ranked first in the same category in 2023, reaffirming its sustained competitiveness and attractiveness to international investors

The European Cities and Regions of the Future 2025 ranking evaluates the investment climate of European cities based on key factors such as economic potential, cost-effectiveness, business friendliness, connectivity, and human capital

These are key factors for international companies seeking locations with optimal conditions for business development

In this category, Ruse outperforms other leading European cities, including Burgas, Plovdiv, and Varna (Bulgaria), Oradea, Pitești, Arad, and Constanța (Romania), Banja Luka (Bosnia and Herzegovina), and Kragujevac (Serbia), reinforcing its status as the most cost-effective investment destination in its category
