On October 18, 2024, the Mayor of Ruse, Pencho Milkov, welcomed the Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to Bulgaria, Dr. Huseyn Huseynov, during his first official visit to the city. Mayor Milkov provided an overview of Ruse, highlighting the city’s industrial and cultural history as well as its educational initiatives. He emphasized that in recent years, Azerbaijan has become an important partner for Bulgaria, especially in the energy sector, and expressed confidence that bilateral relations could be further expanded in areas such as culture and the economy.

“I am confident that together we can strengthen these relations and increase cultural exchange between our peoples,” Mayor Milkov said, stressing the opportunities for deeper cooperation in the textile industry and technology sector.

Economic Cooperation Opportunities

Ambassador Huseynov expressed his desire to strengthen economic ties between the two countries but noted the absence of an agreement for the promotion and mutual protection of investments, which limits opportunities for Azerbaijani investments in Bulgaria. Nevertheless, he emphasized the importance of long-term projects in Azerbaijan, related to the country's natural resources, and highlighted the presence of the State Oil Company of Azerbaijan (SOCAR) in Sofia as a significant advancement in bilateral economic relations.

Cultural Exchange and Educational Initiatives

Mayor Milkov proposed enhancing cultural exchange through the participation of Azerbaijani dance and singing ensembles at events in Ruse. He also invited Ambassador Huseynov to the upcoming World Dragon Boat Championship, which will take place near Ruse in 2025.

Academician Hristo Beloev, in his capacity as Honorary Rector of Ruse University, shared information about the existing connections with Azerbaijani universities, which include faculty and student exchanges. He expressed readiness to expand academic ties, highlighting the importance of education for long-term cooperation.
