Ruse and Giurgiu Strengthen Cross-Border Connectivity with a New Electric Bus Service

17.08.2026

A new investment in sustainable public transport will improve mobility between Ruse and Giurgiu, creating additional opportunities for economic cooperation, business partnerships and the development of the cross-border region.

Ruse is taking another step towards improving transport connectivity with the Romanian city of Giurgiu through a project aimed at establishing a sustainable cross-border bus service. The initiative includes the delivery of two new electric buses and the necessary charging infrastructure, laying the groundwork for a modern public transport connection between Bulgaria and Romania.

The investment is part of the project “Implementation of an Integrated Territorial Approach for Cooperation and Development through Partnership between Ruse Municipality, Slivo Pole Municipality and Municipal Transport Ruse EAD”, funded under the Regional Development Programme 2021–2027.

A total of EUR 1,329,358.89 in grant funding has been allocated to improving urban mobility and establishing the Ruse–Giurgiu–Ruse transport connection. The contract for the delivery of the electric buses is valued at EUR 1,200,004 excluding VAT, with an implementation period of 360 days. The Czech manufacturer SOR Libchavy is involved in the production of the vehicles.

Stronger Connectivity Between Two Economic Centres

Ruse and Giurgiu form an important cross-border economic area along the Danube, connecting Bulgaria and Romania and providing access to the markets of both countries.

The development of a regular public transport service between the two cities has the potential to facilitate daily travel, workforce mobility, business meetings and cooperation between companies operating on both sides of the river.

For businesses and potential investors, improved transport accessibility is an important component of a competitive investment environment. It can encourage closer economic interaction, better access to services and new opportunities for cross-border partnerships.

The planned bus service will complement existing transport connections and support Ruse’s development as an industrial, logistics and economic hub on the Bulgarian–Romanian border.

Investment in Sustainable Mobility and Regional Development

The acquisition of the electric buses forms part of a broader project with a total budget of EUR 11,134,086.72, covering investments in mobility, urban infrastructure, social and cultural facilities, and regional connectivity.

The project is being implemented in partnership between Ruse Municipality, Slivo Pole Municipality and Municipal Transport Ruse EAD, with completion scheduled for 26 November 2028.

The signing of the supply contract marks an important step towards the delivery of the electric buses. Further arrangements concerning the organisation and operation of the future cross-border service are expected to be determined as the project progresses.

Improving connectivity between Ruse and Giurgiu is part of a broader vision for developing an integrated cross-border economic region, where transport infrastructure, mobility and business cooperation create new opportunities for investment and sustainable growth.
