Dialogue on Local Governance: Meeting Between the Mayor of Ruse and the Chair of the National Assembly

On April 14, 2025, the Mayor of Ruse, Pencho Milkov, met with the Chair of the 51st National Assembly, Assoc. Prof. Natalia Kiselova, who was on an official visit to the city on the occasion of the upcoming Constitution Day and the professional holiday of legal professionals. The visit was part of the celebrations held at the “Angel Kanchev” University of Ruse, where the Chair of Parliament met with representatives of the academic and professional communities.

Main discussion highlights

During the meeting, Mayor Milkov highlighted key issues concerning the functioning of local government, with a focus on:

  • Shortage of qualified personnel in the education and social sectors, particularly in nurseries and kindergartens, despite the availability of well-trained graduates from the University of Ruse, who often prefer the private sector due to better working conditions;
  • Challenges in maintaining social infrastructure managed by the local administration — more than 50 social services are currently active within the municipality;
  • Application of the “polluter pays” principle in the context of waste collection fees — the current Council of Ministers ordinance does not provide a fair and transparent mechanism and may pose risks for households and businesses;
  • Inefficiencies in public procurement procedures that hinder project implementation and access to external funding, as well as the need for regulatory flexibility aligned with modern governance challenges.

Support from national institutions

In response, Assoc. Prof. Natalia Kiselova reaffirmed the National Assembly’s commitment to strengthening dialogue with local authorities. She assured that Parliament would work closely with municipalities to find sustainable solutions to key regional development challenges.

The meeting was also attended by Deputy Mayors of Ruse Dimitar Nedev and Borislav Rachev, Head of the Legal Affairs Directorate Elena Todorova, and Member of Parliament from the 19th constituency Bilyana Ivanova.
